Bidhaa mbovu za mamilioni zimeteketezwa Tanga

HALMASHAURI ya  Jiji la   Tanga,  imeziteketeza  dawa, vipodozi  na bidhaa za vyakula ambavyo muda wa kutumiwa kwake, umekwisha.Kwa pamoja, bidhaa hizo zina thamani ya  Sh. 13.908,730.

 Akizungumza  na waandishi  wa habari mara  baada  ya  tukio hilo,  Kaimu  Mfamasia  wa Jiji  la  Tangam Abdillah Mnenge,  alisema dawa hizo zilikamatwa kutoka kwa wafanyabiashara mbalimbali wa jijini hapa .

Mnenge alisema  uteketezaji wa dawa hizo, ulifanyika juzi katika dampo kubwa lililoko Duga Maforoni na kwamba ulisimamiwa na wataalamu kutoka katika halmashauri ya Jiji na askari polisi.
Aliiomba Serikali kupitia Mamlaka ya Chakula na Dawa (TFDA) kuimarisha mipaka na ukaguzi ili kudhibiti uingizwaji wa vipodozi haramu hapa nchini.

Pia aliviomba vyombo vya habari hapa nchini, kutoa elimu juu ya madhara ya utumiaji wa bidhaa ambazo si rafiki wa binadamu na zilivyokwisha muda wake.

Kaimu Mfamasia huyo alisema wataendelea kuimarisha i ukaguzi kila baada ya miezi mitatu katika maeneo yote ya Halmashauri ya Jiji la Tanga, ili kudhibiti uingizwaji wa bidhaa zilizokwisha muda wake.

Agricultural Research Institute (ARI) Mlingano

Historical background
ARI – Mlingano was established in 1934 with the objective to conduct research for improvement of sisal yield. Since then Mlingano has remained a household name for sisal growers. Nearly all sisal varieties grown in the country were developed at Mlingano. At present Mlingano has a collection of over 120 varieties of sisal (the largest collection in the world)
For users of soil information ARI – Mlingano is always the first place to consult in matters related to natural resource management, soil and land resources and fertilizer use technology. Nearly all activities in the country related to land evaluation and land use planning, fertilizer recommendations, agro ecological zones and soil analysis have had a connection with ARI – Mlingano.
Location
ARI- Mlingano is located 15 km from Muheza town on the highway to Tanga. Mlingano is a humid place with a bimodal type of rainfall (1150mm per annum).
Staff Strength
ARI- Mlingano has a strong team of 24 agricultural research scientists (7 PhDs, 7 MSc and 8 BSc). Our scientists have frequently been involved in collaborative research and consultancies requested by assorted National, Regional and International institutions such as SUA, NEMC, TANRIC (DSM). ASARECA, SADDC, FAO, UNDP, UNIDO, AGRIS. (KIT- The Netherlands ).
RESEARCH ACTIVITIES

Main activities covered under sisal research are variety evaluation, agronomy, and plant protection. Lack of good quality planting materials for the growing sisal industry led to establishment of the meristematic tissue culture (MTC) laboratory at ARI-Mlingano in 2000. Establishment of the tissue culture laboratory was financed by Common Funds for Commodities (CFC) and United Nations Industrial and Development Organization (UNIDO). The laboratory is aimed at multiplying good sisal plants which are high yielding and uniform materials. The sisal materials multiplied by tissue culture will be established in estate nurseries which will serve as multiplication centers for planting materials. Soil Research
During the early days of the institute soil research covered mainly analytical services and development of fertilizer packages for the sisal industry which was then supported by the Tanzania Sisal Growers Association (TSGA).
Soil and Land Resource Surveys
In the early 1970s soil research was expanded to address a Nationwide project called National Soil Service (NSS) which was supported by UNDP and executed by FAO from 1974 – 1984. During this period several districts were surveyed including Sengerema, Geita and Dodoma at scale that ranged between 1:125,000 and 1:250,000. The present country soil and Physiography and Agroecological zones maps were produced during that period. During the period 1984 and 1994 the famous soils program refered to as “NSS” was supported by the Dutch Government. During this time several other districts were surveyed and most of the detailed soil appraisals were carried out including most of sisal estates. Other activities completed during the project period were surveying of Mbulu, Morogoro Rural, Biharamulo, Kahama and Maswa districts.
The purpose of soil and land resources suitability assessment are diverse depending on the request put forward but in general it involves identification of biophysical and social-economic constrains that causes low productivity and therefore recommend interventions that enable sustainable land use planning for increased productivity.

Approaches
There has been an evolution of techniques used in Land Resources Surveys as technologies in science change world-wide. Recently for example there are applications of Geographical information Systems (GIS) and Remote Sensing (RS). The use covers land degradation assessment, land resource inventories, agro- ecological zonations, land suitability assessment and farming systems zonation.
The farming systems zonation has recently been realized as an important undertaking at all levels for planning, targeting and delivery of agricultural services and new technologies that aim at reducing poverty and improving crops and livestock production in order to improve people's livelihood. The farming system zonation involves identification and taking into consideration all the physical characteristics and the social-economic attributes of the region under consideration. The farming systems approach (FSA) enables an integrated approach in agricultural development and hence efficient use of scarce resources and effective delivery of services to various stakeholders and minimizes duplications of efforts. Although, the country wide coverage has been accomplished the eastern zone is more comprehensive while updating is planned for the remaining zones.
Soil Fertility and Conservation research
Soil fertility constraints and development of soil fertilizer use technology are among research activities carried out at national level. In 1983 a country wide fertilizer recommendation guide based on broad Agroecological zones and on district by district basis was compiled. The guide indicates fertilizers requirement per crop, per type of soil in every part of the country.
Research activities going on currently include use of leguminous cover crops ( Canvalia spp, Dolicos lablab and Mucuna spp ) to improve soil productivity. Several agroforestry trees including Greillea, Gliricidia, Jacarana, Senna spp, Moringa, Acacia etc. These are being evaluated for soil fertility improvement and supply of fuel wood as well as other uses which are increasingly becoming a problem in highly populated areas.
The institute is also doing research to recommended soil conservation techniques. Recent studies carried out in Lushoto indicated that water erosion removes up to 100 tones of soil per hectare per year, which can be considered as very high losses. This amount could be reduced to less than 1 ton per hectare if conservation measures such as fanya juu, bench terraces are adopted.
Soil and Plant Analytical Laboratory
The soils laboratory at ARI Mlingano has a national mandate, with a capacity of analysing over 5000 soil and plant samples annually. Soil samples are analysed for the purpose of characterization, classification and land evaluation for the purpose of mapping, soil fertility appraisal, monitoring and provision of advisory services. It is a member of LABEX, an international quality control organization for agricultural laboratories. The soil testing and GIS Laboratories have just been rehabilitated through PADEP under the support of the Word Bank.
Capacity Building Activities
ARI- Mlingano conducts tailor – made training programs to a wide range of clients in agriculture related enterprises. Some of the tailor- made training programmes fall in the following fields:
    • Soil and plant analysis and management of agricultural laboratories
    • Soil survey and soil mapping
    • Land evaluation
    • GIS applications in natural resources management
    • Fertilizer application
    • Sisal cultivation
    • Soil and water conservation
    • Remote sensing and aerial photo interpretation.
Scientists seeking to improve their skills in these and related fields are always welcome.
Contracts and consultancy assignments
Mlingano has been active in contract or demand driven assignments. These covered a wide range including soil surveys and land evaluation for multiple uses, farming systems, impact assessments and contract research with district councils meant to solving low productivity problems. Examples of these types of assignments include
•  Development of refinement of fertilizers recommendations for maize and rice in Kilombero district, and Kagera transboundary agro-ecosystems management project for FAO - Tanzania

BARAZA la Madiwani wa Halmashauri ya Wilaya ya Kilindi ,mkoani Tanga, limewafuta kazi watumishi wawili  kati ya 15 wa halmashauri hiyo waliokuwa wakikambiliwa na utata wa ubadhirifu.

Watumishi wengine watatu kati ya hao wamevuliwa madaraka yao kwa madai ya kutiwa hatiani kwa makosa mbalimbali yaliyoisababishia hasara Serikali.
Watumishi hao waliochukuliwa hatua hizo ni miongoni mwa wafanyakazi 15, wa halmashauri hiyo, waliokuwa wakihusishwa na tuhuma za ubadhirifu wa fedha za umma.
Madiwani hao walifikia uamuzi huo mwishoni mwa wiki katika kikao cha halmashauri hiyo maarufu kwa jina la ‘Waseuta Nougone’, kilichofanyika chini ya Mwenyekiti wake Mussa Semdoe na Mkurugenzi Mtendaji Daudi Mayeji.

Awali, katika mkutano huo, Ofisa Utumishi wa Halmashauri ya Wilaya ya Kilindi, Pascal Lefi, aliwasilisha taarifa ya kamati ya uchunguzi wa watumishi waliokuwa na tuhuma mbalimbali kwa niaba ya Mkurugenzi, na kutaja majina ya watumishi 10 waliokuwa wamefunguliwa mashtaka ya nidhamu.
“Halmashauri ya Wilaya ya Kilindi ilikumbwa na tuhuma za ubadhilifu wa fedha za umma, hali iliyofanya uongozi  kuomba kwa Mdhibiti na Mkaguzi Mkuu wa Serikali kuja kufanya ukaguzi maalumu, kwa hesabu za mwaka 2008, 2009 na 2010. Baada ya kukamilika ukaguzi huo jumla ya watumishi 15 walihusishwa na tuhuma hizo,” ilieleza sehemu ya taarifa hiyo na kuongeza.
“Matokeo ya ukaguzi huo yamefanya watumishi watano wasimamishwe kazi na kupelekwa katika vyombo vya dola ama sheria, wengine wanne walisimamishwa kazi kupisha uchunguzi na watumishi wengine sita waliendelea na kazi huku tuhuma zikiendelea,” alisema Mkurugenzi huyo.
Mayeji aliwataja watumishi waliofutwa kazi kuwa ni Robert Kwayi, aliyekuwa ni mhasibu, ambaye ametiwa hatiani na kamati hiyo, kutokana na uzembe uliosababisha halmashauri hiyo kupata hasara ya Sh 80 milioni, na Edward Kapwapwa, ambaye ni Afisa Kilimo Msaidizi, aliyetimuliwa kazi kutokana na utoro kazini.
Aliwataja maofisa waliovuliwa madaraka, kuwa ni pamoja na, Fredrick Kiango, aliyekuwa Afisa Kilimo na mifugo wa Wilaya ya Kilindi, ambaye amekutwa na hatia ya Uzembe uliosababisha wilaya hiyo kupata hasara ya Sh 80 milioni, kwa kushindwa kushauri vizuri katika ununuzi wa Power Tiller zilizokuwa na upungufu.

Note that in the Muslim calander, a holiday begins on the sunset of the previous day, so observing Muslims will celebrate Eid al-Adha on the sunset of Thursday, the 25th of October.
Although Eid al-Adha is always on the same day of the Islamic calendar, the date on the Gregorian calendar varies from year to year, since the Gregorian calendar is a solar calendar and the Islamic calendar is a lunar calendar. This difference means Eid al-Adha moves in the Gregorian calendar approximately 11 days every year. The date of Eid al-Adha may also vary from country to country depending on whether the moon has been sighted or not.
The dates provided here are based on the dates adopted by the Fiqh Council of North America for the celebration of Eid al-Adha. Note that these dates are based on astronomical calculations to affirm each date, and not on the actual sighting of the moon with the naked eyes. This approach is accepted by many, but is still being hotly debated.
